After filling with pencil, use eyebrow brush to soften the color; it will help in grooming the brow. If you do not have eyebrow brush, you can use a soft toothbrush also for that purpose. Another useful tip for filling the brow is to cover toothbrush with hairspray and apply it over eyebrow by combing through. This method of filling gives a great hold and control.
Difference between Eyebrow Pencil and Eyebrow Powder
One important point of difference between an eyebrow pencil and eyebrow powder is that more color gets to eyebrows by use of pencil while powder gives softer look. So use only light strokes of pencil and to removes excess color deposited, apply makeup remover with the help of Q-tip. Avoid application of eyebrow pencil, near nose, on inside of eyebrow.
Combined Use of Pencil and Powder for eyebrow Filling
Filling of eyebrows more than required gives harsh and angry expressions on the eyebrows. Eyebrow powder used for eyebrow filling gives softer looks. It gives shaded appearance to the brow. You can create great look by with help both pencil and powder. Fill the eyebrows by combined use of eyebrow pencil and powder. Eyebrow pencil give greater control and clear markings while powder gives smudged and softer look. For that, first apply eyebrow powder with eyebrow brush and then complete the detailing with pencil.
After you have complete the process of eyebrow filling comb the eyebrows back into place using a eyebrow brush or comb in upward strokes. To make eyebrows look more natural, use the eyebrow brush as it help in shading and smoothening of color.

Apply color on eyebrows, using sharp pencil in feathery light strokes on sparse area on brow to make them thicker looking.
While filling, try to highlight the hair already present rather than drawing new hair. It will create natural look instead of dramatic one.
Do not fill color out of the shape of brow; just fill in between the hairs, within the shape. Fill the color across the brow, in front or underneath the brow.
While brushing, move the brush in upward direction.
You can use a clean mascara brush or a small comb to groom the brows. Brush stray hair into place and smudge the color for natural color.
